League of Legends Patch Notes — Patch 11.3 Preview (Item Healing Nerfs, AP Shyvana Buffs)

Much like the previous one, Patch 11.3 addresses a frustrating meta shift from the Preseason. This time, Riot Games are lowering the amount of healing gained by items. There are quite a few interesting champion buffs and nerfs as well, including an odd boost to Ability Power Shyvana. Let’s dive into the notes.

Items

Banshee Veil

  • Ability Power increased from 65 to 80
  • Cost increased from 2,500 to 2,600

Chemtech Purifier

  • Ability Haste increased from 15 to 20
  • NEW effect: healing or shielding ally grants their next attack/spell 60% Grievous Wounds for 3 seconds

Deadman’s Plate

  • Health lowered from 475 to 400

Eclipse

  • Shield increased from 150 melee//75 ranged to 180 melee//90 ranged
  • Omnivamp lowered from 10% to 8%

Force of Nature

  • Movement speed per stack increased from 6 (up to 30) to 8 (up to 40)

Frozen Heart

  • Cost lowered from 2,700 to 2,500
  • Armor decreased from 80 to 70

Goredrinker

  • Active heal lowered from 12% to 8% of missing health

Horizon Focus

  • Ability Power increased from 100 to 115
  • Hypershot minimum range lowered from 750 to 700

Immortal Shieldbow

  • Attack Damage increased from 50 to 55
  • Attack Speed bumped from 15% to 20%

Ironspike Whip

  • No longer grants double damage to minions and monsters below 50%

Leeching Leer

  • Omnivamp is lowered from 10% to 5%
  • Health increased from 150 to 250

Lord Dominik’s Regards

  • Armor Penetration increased from 25% to 35%
  • Health increased from 150 to 250

Phantom Dancer

  • Attack Damage increased from 0 to 20
  • Attack Speed lowered from 45% to 25%
  • Replaced Dagger with Long Sword in the build
  • Max number of stacks for bonus Attack Speed lowered from 5 to 4
  • Bonus Attack Speed at full stacks lowered from 40% to 30%

Ravenous Hydra

  • Omnivamp lowered from 15% to 10% by champion level

Riftmaker

  • Omnivamp lowered from 15% to 8%
  • Health increased from 150 to 250
  • Mythic passive replaced: 5% Magic Penetration per Legendary Item->8 Ability Power and 2% Omnivamp per Legendary Item

Silvermere Dawn

  • Attack Damage increased from 35 to 40
  • Health bumped from 200 to 300

Staff of Flowing Water

  • Ability Power decreased from 60 to 50

Sterak’s Gage

  • Base shield lowered from 200 to 100
  • Shield duration decreased from 5 seconds to 4 seconds

Verdant Barrier

  • New Passive: Killing a unit grants 1 Magic Resistance (up to 15)
  • Cost lowered from 1,200 to 1,000

Anivia

  • Q damage lowered from 70/105/140/175/210 + 50% Ability Power to 60/95/130/165/200 + 45% Ability Power
  • R cooldown increased from 4/2.5/1 to 4/3/2

Cho’Gath

  • E damage lowered from 22/37/52/67/82 to 22/34/46/58/70

Elise

  • Human Q damage lowered from 40/75/110/145/180 to 40/70/100/130/160
  • W spider attack speed lowered from 60/80/100/120/140% to 60/70/80/90/100%

Ezreal

  • Q Attack Damage scaling increased from 120% to 130%

Ivern

  • Health per level lowered from 95 to 85
  • E shield lowered from 80/115/150/185/220 to 80/110/140/170/200

Jinx

  • Q rockets extra range increased from 75/100/125/150/175 to 100/125/150/175/200

Karma

  • Mana regeneration increased from 11.5 to 13
  • Q mana cost lowered from 65 to 55

Mordekaiser

  • E cooldown lowered from 24/21/18/15/12 to 22/19/16/13/10

Olaf

  • Base health lowered from 597 to 575
  • [P]assive Attack speed bonus lowered from 0–100% to 0–70%

Pantheon

  • Q damage capped at 70% when hitting minions>>minions and monsters
  • Q cooldown increased from 10/9.5/9/8.⅝ to 13/12/11/10/9/8 seconds

Rammus

  • E cooldown increased from 12/11.5/11/10.5/10 to 12 seconds

Rell

  • E cooldown on unbinded self lowered from 3 seconds to 1 second
  • E will now correctly buffer when cast on ally outside the range

Riven

  • E cooldown lowered from 12/11/10/9/8 to 10/9/8/7/6 seconds

Seraphine

  • [P]assive note damage lowered from 5/10/15/20 to 4/8/12/16
  • W base shield lowered from 60/75/90/105/120 to 50/62.5/75/87.5/100
  • W Seraphine shield lowered from 90/112.5/135/157.5/180 to 75/93.75/112.5/131.25/150

Shyvana

  • Q Ability Power scaling increased from 0% to 40%
  • W Movement Speed Ability Power scaling increased from 0 to 8% per 100 AP

Singed

  • Q AP ratio increased from 80% to 90%

Sylas

  • Q mana cost lowered from 50/56.25/62.5/68.5/75 to 55
  • W damage increased from 65/100/135/170/205 + 85% Ability Power to 70/105/140/175/210 + 90% Ability Power

Taliyah

  • [P]assive movement speed increased from 12/19/26/33/40% to 20/26.25/32.5/38.75/45%
  • Q stone damage to monsters after the first hit lowered from 100% to 80%

Udyr

  • R aura damage decreased from 50/112.5/175/237.5/300 to 50/106.25/162.5/218.75/275

Vladimir

  • R cooldown lowered from 150/135/120 to 120 seconds
